Board signs letter supporting $10M Area Agencies on Aging request; asks staff to return with more details on warming shelter funding

The Orange County Board of Supervisors agreed to sign a letter supporting a request from the Virginia Association of Area Agencies on Aging for $10,000,000 in state funding for the FY26 budget to address unmet needs for seniors across Virginia.
A speaker representing the request described the statewide ask and asked that the board submit a letter of support. Supervisor Crystal Hale said she fully supports the request but declined to participate in the vote because she sits on Encompass Community Support’s board of directors in a different capacity; she stated, "I will refrain from participating in the vote as I sit on the Encompass Community Support's board of directors in a different capacity." The board moved and approved the letter of support by voice vote.
Separately, staff presented a request from the Piedmont Regional Warming Shelter seeking winter-season support; the County's Department of Social Services had identified $5,000 in local funds for the current year. Supervisors expressed concern that DSS made the allocation without first informing the board and asked staff to return with more information about the shelter’s operations, transport arrangements and any additional county contribution. Staff agreed to bring a report back to the board at a future meeting.
