Clinton County commissioners approve routine contracts, personnel moves and a loan modification

The Clinton County Board of Commissioners on Thursday approved a sequence of routine contracts, personnel actions and a loan modification during a short public meeting.
Most immediately, commissioners voted to terminate, for convenience, the county's contract with attorney Timothy A. B. Wright, Esquire, for legal services to the Children and Youth Service Agency and/or Juvenile Probation Office effective Jan. 29, 2026. Commissioners also approved a contract with Park Place Technology LLC for technology support services at a cost of $3,180.12, effective Feb. 1, 2026, and a loan modification with Buckdale Medical Center altering repayment terms on a $300,000 loan so monthly payments begin Jan. 31, 2026 with the remaining balance due no later than July 31, 2028.
Other approved items included the second-year renewal of a three-year contract with Granicus for government-access web hosting and support services at $5,202.37 (effective April 16, 2026), and a one-year subscription renewal from SHI International Corp for a Cisco dual multi-factor authentication license for Feb. 4, 2026–Feb. 3, 2027 at $12,717.50. The board approved a master services agreement and statement of work with Gov AI Software Solutions LLC to provide case management software and related services to the Clinton County Probation Department at an annual cost of $12,460, effective Jan. 1, 2026.
Personnel actions included the appointment of Susan Walker as the county's additional representative to the City of Colorado Board of Directors for a one-year term through Dec. 31, 2026; acceptance of Shannon Salava's resignation from the Clinton County Children and Youth Advisory Board, effective Jan. 29, 2026; the appointment of Derek Karras to the King County Sewer Authority as the Mill Hall Borough Council representative (effective Jan. 5, 2026); and approval to hire Troy Stratif as Assistant Chief Assessor in the Assessment Office, effective Feb. 2, 2026, at a starting salary of $40,335 (Grama I). The board also approved a temporary salary increase for Carly McConnell to cover additional duties related to a vacant Resource Conservationist position, setting the temporary salary at $50,095.16 (Grama K) effective Jan. 5, 2026.
The board approved county bills totaling $983,226.91 for the two-week period ending Jan. 28, 2026, and net payroll of $348,428.88 for the two-week period ending Jan. 30, 2026.
During reports, an unnamed commissioner noted that Clinton County hosted the America 250 PA kickoff at the courthouse the previous evening and thanked organizers Maria Beaulieu and Elizabeth Witte, saying, "we kicked off the America 250 PA Clinton County celebration at the Clinton County Courthouse," and encouraged residents to follow the events and participate. Another presiding official praised the organizers' work.
The meeting concluded after a motion to adjourn was approved.
