Government Operations Committee advances consent items and four bills to calendar committee

At its Feb. 2, 2026 meeting the Senate Government Operations Committee approved a nine-item consent calendar and forwarded several bills to the calendar committee, including SB16 11 (Upper Cumberland Airport governance), SB15 15 (Department of Education extension), SB15 54 (TWRA extension), and SB15 56 (Tennessee-Ireland Trade Commission extension).
The Senate Government Operations Committee met on Feb. 2, 2026 and approved a nine-item consent calendar and multiple bills, sending each to the calendar committee with positive recommendations.
Consent calendar
Vice Chair Rose read a nine-item consent calendar that included compacts and board extensions (audiology/speech-language pathology compact, boards for communication disorders and sciences, board of architects and engineers, interstate compact for supervision of adult offenders, post-conviction defender oversight commission, Sequatchie Valley Educational Development Agency, offender treatment board, state board for licensing contractors, and state board of accountancy). The consent calendar was approved and moved to the calendar committee by unanimous voice/roll call (9 ayes).
Bills advanced (roll-call highlights)
- SB16 11 (Upper Cumberland Regional Airport): Senator Bailey explained the measure would move the airport board from the Interlocal Cooperation Act to the Airport Authorities Act so the airport can seek FAA section-139 designation to host commercial flights. Committee recorded nine ayes and the bill moves to the Senate Energy committee with a positive recommendation.
- SB15 15 (Department of Education): Committee approved a four-year extension for the Department of Education through 06/30/2030 after Commissioner Lizette Reynolds reported a clean audit except for one confidential IT item. The bill was reported favorably (9 ayes).
- SB15 54 (TWRA): Advanced (see separate article) with a 9–0 roll-call.
- SB15 56 (Tennessee-Ireland Trade Commission): Representative Powers described the commission’s purpose to deepen trade and cultural ties with the Republic of Ireland; committee recorded nine ayes and the bill moves on to the calendar committee.

All advanced items will appear on the Senate calendar for further consideration. Where the committee noted funding or statutory concerns (for example, funding for TWRA or proposed statutory changes tied to the inmate oversight board), senators indicated follow-up with the appropriate committees.
