Chester County commissioners approve contracts, including $6.8M food-service agreement and multi-year drug-and-alcohol grant

The Chester County Board of Commissioners approved a set of contracts and grant awards during its Jan. 7, 2026 meeting, passing motions by voice vote with no recorded opposition.
County staff outlined several contract amendments and new agreements across departments. Key items presented included:
- A competitively awarded contract with Elior Incorporated, described by staff as the result of an interdepartmental RFP process, to provide food service to the Chester County Prison, Correctional Center and Youth Center for approximately $6,796,335.50.
- A $50,000 one-year extension of Monarch Staffing's temporary staffing services (01/02/2026–01/01/2027).
- A $247,500 contract with Oakland Hearth Inc. to support the Assertive Community Treatment Respite Housing Services Program for residents with behavioral-health needs.
- Contract amendments with the Chester County Housing Partnership extending terms and adding federal terms for the housing rehabilitation and first-time homebuyer programs through 12/31/2027.
- A two-year municipal property-tax collection agreement for calendar years 2026–2027 to serve multiple townships and boroughs.
County staff also reported grant awards: Jamie Johnson, Director of Drug and Alcohol Services, said the department received a five-year award from the Pennsylvania Department of Drug and Alcohol Services worth "a little over $2,000,000." Prison officials reported a $37,800 grant for a body-worn camera implementation project and a $499,970 grant to expand the county's jail-based medication-assisted treatment (MAT) initiative.
When the board called for votes, commissioners approved both the contracts and the grants by voice vote. Staff noted the Elior contract followed an extensive RFP and interdepartmental evaluation process; the county will proceed with contract execution and vendor onboarding consistent with procurement rules.
The meeting record shows routine approval votes and no roll-call tallies were read into the record. Items removed from the consent agenda (resolution BOC-226) were deferred for future consideration.
