The Clatsop County Board of Commissioners unanimously approved resolutions on the consent agenda proclaiming Feb. 21–28, 2026, as National FFA Week and February 2026 as Black History Month.
Astoria FFA secretary Shailen Bangs told commissioners that FFA helped her "grow not only as a leader, but as a person as well," describing hands-on learning, leadership development and community projects that supported 428 student members and helped the chapter earn the three-star national chapter award in 2025. Titus, president of the Jewel FFA chapter, described rechartering and student-led projects including a community garden that provides food for students and families.
County Manager Don Boone summarized the Black History Month observance and the 2026 national theme, saying the month "is a month long commemoration of African American history and achievement" and highlighted the centennial of organized national recognition of Black history. The resolution encourages residents to observe the month through programs, reflection and community engagement.
Each proclamation was moved, seconded and approved by voice vote. The board took photos with the student presenters following the votes.
The board did not receive public testimony on these items during the meeting. The proclamations were recorded as formal county resolutions dated February 2026.
