Committee removes home‑brewing license, clarifies tax treatment for homebrewed beer

Representative Pogue Miller told the committee that House Bill 3011 was a constituent-request bill to eliminate the license requirement for home brewing while retaining statutory guidance on when brewing is permitted.
"What we established yesterday is that it was a little confusing in the language that we had put in that may appear that people that are brewing at home would be taxed on the beer that they were brewing at home, which they are not currently taxed," Representative Pogue Miller said, urging adoption of an amendment to restore and clarify statutory language referencing section 3-101 of the title.
The committee adopted the amendment without objection and passed the bill by recorded vote; the clerk announced the result as 6 yay, 1 nay. The sponsor said the change removes the licensing requirement but preserves existing statutory limits on production and sale.
The bill now moves forward in the legislative process.
