Committee adopts amendment and advances funeral and cemetery licensing update

Senate Bill 598, addressing updates to licensing and consumer protections for funeral directors, embalmers, direct disposers and cemetery establishments, was discussed, amended and reported favorably by the Banking and Insurance Committee.
Senator Truenow described the bill’s goals as modernizing licensure, incentivizing workforce pipelines, and updating procedures for unclaimed human remains so licensed providers may dispose of remains after a specified period if no authorized person provides direction. Senator Truenow also explained an amendment (Barcode 834316) that removes provisions related to caps on damages and language phasing out direct disposers after stakeholder negotiations.
Senator Boyd asked whether the bill allows private burials on one’s own property; Senator Truenow said the bill does not address on-property burials and there is nothing in the bill specifically permitting or prohibiting them. The amendment was adopted by voice vote, industry groups waived in support, and the committee voted to report the CS favorably to the full Senate.
