Coppell council approves consent agenda, orders May 2 election; manager reports BridgePay outage and project updates

Lauren Thoden, city secretary, presented a resolution ordering the May 2, 2026 election for council places 1, 3, 5 and 7 and authorizing the city manager to sign a joint election agreement with Dallas and Denton counties. Thoden said she did not have final invoices but "it is anticipated that it'll come in between 35 and 40,000 total, with Denton and Dallas Counties based on the previous years." Council moved, the item was seconded and the resolution passed unanimously.
City Manager Land updated council on capital projects including Woodridge Channel headwall work at the dog park, service center staff’s move to a new facility and an open house Feb. 17, Justice Center interior framing and paving, Bullock and Howell storm‑drain and water‑line work, Hunterwood Park stabilization, Royal Lane reconstruction slated to begin in March, and McArthur playground demolition beginning this week.
Land also reported an online payments disruption affecting multiple services: "That is not our system. It is a third party system for our credit cards. The online payment processor is experiencing a service disruption," he said, and staff are working on an interim alternative and will notify residents when a solution is available. Land said affected areas include utility billing, public works, police, animal services and the cemetery's payment processing.
The council received the updates and had no further action on the outage; staff indicated they would communicate alternatives to residents as they develop.
