Council member Brianna Hinojosa Smith said Richardson had demonstrated "servant leadership" and that his legacy is measured in lives touched. Chief Richardson reflected on his career and told the council he felt blessed: "I've been blessed like no tomorrow," he said, and he confirmed retirement plans and a public celebration scheduled Feb. 24.
