Pitkin County on Feb. 11 authorized staff to apply for a Department of Local Affairs (DOLA) Energy & Mineral Impact Assistance Fund (EIAF) Tier 1 grant of up to $200,000 to support well development at Phillips Mobile Home Park.
Kevin Warner, presenting the emergency resolution, told the board that the water‑well component — two new wells and abandonment of two aging wells — is estimated at approximately $617,000 based on an opinion of probable cost from engineering consultants, which includes a 30% contingency. The grant sought is the Tier 1 maximum ($200,000); staff said other federal‑level options were limited at this time.
Commissioners asked about cost development and whether residences draw directly from wells; staff said the plan envisions wells feeding a storage tank that supplies residents, and that additional funding will be pursued through value engineering and other grants to cover the remaining costs.
The board approved the emergency first reading and set a confirmatory reading for Feb. 25, authorizing the chair to sign the grant agreement if awarded.
