Oakland police recognize officers for de‑escalation, outreach and community programs

The police chief opened the commission meeting Feb. 10 with the department’s quarterly awards, highlighting several incidents he said demonstrate the department’s emphasis on community policing. “That’s what officer Hall did,” the chief said, describing an officer who followed up with a family after a missing‑person call to provide mentoring and support.

The chief recounted a Nov. 2025 response in which officers de‑escalated a suicidal subject armed with a firearm and secured the person for mental‑health placement without the use of force. He said the calm actions of the officers prevented what “could have turned very bad.” The chief presented commendations to the officers involved and praised their willingness to spend extra time mentoring and guiding residents beyond routine service calls.

The department also recognized staff for outreach programs. The chief described the department’s participation in a Shop with the Cop event that distributed $100 gift cards to 23 children and credited Lieutenant Castro and community partners for fundraising and logistics. He noted donations that helped the department’s fleet management and said Lieutenant Castro arranged additional vehicle support with a neighboring department. The chief singled out Corporal Sean Dozier for an Officer of the Year recognition for sustained community engagement and leadership.

Commissioners praised the department’s approach. One commissioner said she “could not be more proud” of officers for handling difficult calls with compassion and credited the chief’s leadership. The awards presentation concluded with photos and brief remarks of appreciation from attendees.

The meeting moved on after the awards; no formal policy or budget changes were proposed during the presentation.
