Counsel Kelly Schafer Miller presented the application and noted plan and health approvals remain pending. Patel and her proposed manager, Sherry Rogers, testified about operations: indoor seating only, a card‑all policy (no vertical IDs), employee training protocols and a manager‑led in‑house training program. Rogers emphasized her experience as a TIPS instructor and that staff would be re‑certified every 18 months.
Commissioners questioned whether the proposed menu satisfied restaurant license expectations (food vs. alcohol sales); counsel said the applicant believes the menu will meet the requirement and the board required quarterly reports to monitor compliance. The board amended a motion to make the license conditional on obtaining all necessary permits and approvals within six months; the motion was seconded and approved by voice vote.
The board noted the applicant already holds another Class B license and that the lease for the shopping‑center space is contingent on obtaining this license and completing renovations and plan review. The board’s action grants the license subject to filing the outstanding building and health permits and final local approvals.
