Counsel Matthew Herff told the board there was no ownership change and that the requested additions reflected operational realities: Clay Craft has been the longtime general manager and was recently added to the company’s board. Craft testified he runs day‑to‑day operations, trains staff, and enforces carding policies; "We card everyone we don't know," he said, describing TAM/TIPS training and shadowing practices for new hires.
Board members noted this is a niche golf‑course license subject to a carve‑out under state statute and local Rule 34; they also discussed a single citation several years ago that Craft described as a training lapse he has since corrected. Multiple character witnesses testified the applicants are fit and proper, and the board approved the licensee change by voice vote.
The board instructed staff to record the license change and continue routine oversight via required reports.
