The Blue Island City Council on Feb. 10 approved a slate of routine financial and administrative items and passed an ordinance authorizing a purchase-and-sale agreement with PharmaScripts, Illinois, Incorporated, after adding time-bound requirements.
Council approved payroll dated Jan. 30, 2026, totaling $445,687.08, and an accounts payable run dated Feb. 11, 2026, totaling $839,636.25. Roll calls for both items produced recorded ayes and the mayor declared the motions carried.
The council also approved minutes from its Jan. 22 committee-of-the-whole meeting and an item described in the meeting as the "banks" from Jan. 27, 2026; both motions carried on recorded voice roll calls.
On a contested ordinance to authorize a purchase-and-sale agreement with PharmaScripts, council members pressed the developer for proof of financing and for a clear construction and project timeline. City staff noted the agreement as amended now includes a defined 30-day due-diligence period and requires PharmaScripts to submit a project schedule no later than 30 days after execution (identified in discussion as section 3.06). After aldermen discussed additional timing preferences (several suggested six months for plans and one year for construction as examples), the ordinance passed as amended.
Council reappointed Jim Flynn, Gregory Robinson and Kevin McKinney to the new board of police and fire commissioners by voice vote. The treasurer's January 2026 report was approved on roll call.
The mayor and staff outlined upcoming procedural steps for the 2026 appropriation: a draft would be circulated for council review with a planned March 10 target for passage to meet quarter-one legal requirements.
The meeting adjourned after an executive-session period for employment matters and probable litigation.
