Stormwater board adopts technical manual changes and a polymer-use policy; approves routine items

The stormwater board on Wednesday adopted two resolutions prompted by an audit: one to amend the board’s stormwater technical manual and another to authorize a policy on the controlled use of anionic polyacrylamide polymers on construction sites.
Chris Jones of Stormwater Management told the board the audit identified errors in the technical manual, including a temporary stabilization/seeding waiting period that had been listed as 15 days and was corrected to 7 days. He said the staff located two or three spots in the manual that required edits and presented Resolution 2601 for formal adoption. The board voted and approved Resolution 2601 by voice vote.
Jones also described an audit recommendation that the board adopt a formal policy governing the use of anionic polyacrylamide — a class of polymers used on construction sites to bind soil particles and reduce turbidity in discharges. Jones said he reviewed manufacturers’ recommendations and local practices and presented Resolution 2602 to adopt a polyacrylamide use-and-control policy for the board. The board moved, seconded and approved Resolution 2602 by voice vote.
At the same meeting the board approved its Jan. 14 minutes and approved the claims docket. The chair closed the meeting at 4:08 p.m.
The board did not record public comment on these items. Staff indicated the technical corrections and the new polymer policy will be implemented through standard permitting and construction oversight procedures.
