Bill to modernize state plane coordinate system presented as technical housekeeping

Sen. Denise Ricciardi introduced SB 560 to modernize New Hampshire’s state plane coordinate system so it follows the National Geodetic Survey’s 2022 modernization standard. The sponsor said the change is a housekeeping measure requested by the New Hampshire Land Surveyors Association to improve GIS accuracy and alignment with federal standards.
Steve Ferguson, a licensed land surveyor representing the association, explained the update accounts for improved satellite and geodetic measurements and would keep the state's statutory definition concurrent with federal practice without requiring repeated statutory changes in future technical updates.
DOT right‑of‑way and surveying staff told the committee the department’s existing subscriptions and software update arrangements would accommodate the change and that DOT expects no major equipment or recurring costs beyond current licensing arrangements.
The committee closed testimony on the housekeeping bill after brief technical questions.
