Edinburg council rejects rezoning for proposed three‑unit project at 521 East Levitt

Efren Gomez, speaking for Gomez 3 Construction, asked the Edinburg City Council on Nov. 5 to rezone a vacant corner lot at 521 East Levitt from single‑family to multifamily to allow a three‑unit development, saying the project would provide affordable housing and improve an underused lot.
Gomez told the council the proposal included one‑ and two‑bedroom units and parking for the three units. Staff noted the Planning and Zoning Commission denied the request, citing the area’s primarily single‑family character, and said 38 notices were sent to neighbors with one written objection in the packet.
Council members debated compatibility with surrounding properties, with several members pointing out multifamily uses already exist within a few blocks. Staff confirmed that while some multifamily properties exist nearby, the immediate area is predominantly single‑family and the P&Z denial stood.
A motion to approve the comprehensive‑plan amendment and rezoning passed on the floor by a 3–2 vote, but the council chair noted state/local rules required a four‑fifths vote to overturn a Planning and Zoning denial. The motion therefore failed and the item did not pass.
The council did not adopt an alternative site or direction for the parcel during the meeting. Developers and staff may return to the city with revised proposals or additional neighborhood outreach; no additional action was announced at the meeting.
