Rhinebeck board approves application for state grant to add a DC fast EV charger in municipal lot

The Village Board of Rhinebeck voted to authorize staff to apply for a state zero-emission vehicle grant to fund installation of a Level 3 DC fast charger in the municipal parking lot.
The board heard from a vendor representative and village staff about site options, ADA access, utility work and costs. The recommended configuration is a single-port ChargePoint Express 280 unit estimated at $165,001.51 for site demolition, minor site work, new poles and the charger itself. Central Hudson has been engaged to run a new primary service and set a pole at the existing charger location; the utility will run primary and hang transformers but the village is responsible for the poles.
The grant’s maximum eligible award is $250,000. Staff said local match will be determined by the village’s median household income but will not exceed 20 percent; they expect a portion of the match could be met through in‑kind DPW labor. Because the ChargePoint system relies on both hardware and a vendor software/cloud package, the board discussed per-port licensing and ongoing maintenance costs. A two-port option would increase costs significantly, the board was told.
The mayor moved and trustees seconded a motion to proceed with the grant application and to instruct the vendor to prepare the formal quote and application. The motion passed by voice vote. Staff said a state contract award, if received, and utility timelines mean the project would likely not be completed until late 2026 or 2027.
Next steps: staff will include an updated vendor quotation in the grant submission and follow up with the board on the required match amount and any contracting steps if the village is awarded funds.
