Alta planning panel advances draft zoning change to allow small "compact hotel" in Zone C

The Alta Town Planning Commission continued its review of a proposed zoning text amendment on Dec. 17, 2025, that would create a new "compact hotel facility" use limited to Zone C of the Base Facility Zone and capped at no more than eight guest rooms.

Adrina Huffman, an applicant representative, told commissioners the team had revised earlier language after feedback and renamed the use to avoid the broad term "boutique hotel." "The name has been changed to a compact hotel facility ... no more than 8 guest rooms," Huffman said, describing the definition and noting that guest rooms could include shared kitchens or kitchenettes for guest use.

Why it matters: The change would allow a small, lodging-focused use in a zone that has historically limited residential development. Commissioners said the proposal could enliven a vacant site but also raised legal, operational and neighborhood concerns — notably parking, drainage and whether allowing the use in Zone C would set a precedent for other properties.
