Lebanon council approves multiple ordinances, hears first reading on administrative code changes
Summary

The Lebanon City Council took a series of votes Feb. 9, approving several ordinances and placing one item on a future docket.
Key approvals
• Consent agenda: Council approved the consent agenda after a motion to correct minutes to reflect Councilman Evans’ vote on an earlier item; Mizell moved and Evans seconded the motion (roll call passed).
• Ordinance 26-24 (from Council Bill 69-94): Rezoning of Hayes Addition Block 1, Lots 4 and 5 from RS-2 residential to C-1 general commercial was approved on second reading following staff presentation and questions about privacy fencing and buffering.
• Ordinance 26-25 (from Council Bill 69-95): Rezoning of 817 Holman Road from RS-1 residential to C-1 general commercial was approved on second reading.
• Ordinance 26-26 (from Council Bill 69-88): Final plat approval for a replat of Lot 2 at Hoke Reed Park into two lots was approved.
• Ordinance 26-27 (from Council Bill 69-96): The council approved a five-year lease renewal with Detroit Tool Metal Products Company for city-owned property at 1611 Ogley Drive (transcript contains a typographical reference to "London, Missouri" in the draft ordinance; the location is Lebanon, Missouri).
• Ordinance 26-28 (from Council Bill 69-97): The council approved a third amendment to the YMCA operating and lease agreement (see separate article) reducing rent and shortening the contract term.
First reading and docketing
• Council Bill 69-98: An ordinance amending administrative code to allow certain budgeted purchases and single-year agreements to be passed by resolution and to formalize city administrator signature authority received first reading and was placed on the Feb. 23 docket.

Most votes were recorded by roll call and recorded as affirmative ('Yes') by the named council members present. Where a roll call was recorded, council members listed in the transcript included Mitchell, Mizell, Jordan, Garner and Evans; those recorded votes on approved items in this meeting were unanimous among those present.
What didn’t change tonight
No final action was taken on Council Bill 69-98 beyond first reading. A separate ordinance related to demolition-cost reimbursement for Project 360 was discussed as a future follow-up and will return to council if staff proposes local funding.
Next steps: staff will place Council Bill 69-98 on the Feb. 23 docket for additional consideration; staff will also return with any ordinances needed to accept grants or to reimburse demolition costs if requested.
