State lawmakers brief Otsego council on short session, bonding and homeowners association bill

Sen. Eric Lucero and Rep. Drew Hudson visited the Otsego City Council on Feb. 9 to preview the upcoming state legislative session and highlight items that could affect local governments.
Sen. Lucero (Senate District 30) said the session begins Feb. 17 and that bonding should be the primary focus because it funds regional infrastructure. He referenced recent public statements about fraud totals in Minnesota — saying figures cited in public forums have ranged into the billions — and said fraud concerns will be a headline issue. "Then president Trump, approximately 3 weeks ago, he said it could amount to greater than $19,000,000,000 in fraud from those in Minnesota," Lucero said while describing how the topic has energized constituents.
Lucero also described a homeowners association reform bill he authored that passed the Minnesota Senate last year and was sent to the House where it did not pass; he said the House committee chair wanted to expand the bill to include insurance issues, complicating progress.
Rep. Drew Hudson noted that a tied House will require bipartisan support to move bills, highlighted tax‑conformity and judicial branch supplemental budget needs he had discussed with the courts, and said he is considering a constitutional amendment to prohibit unfunded mandates on municipalities.
