Torrington Zoning Board of Appeals approves minutes, continues Shapp hearing to March 9

The Torrington Zoning Board of Appeals convened Feb. 9 and approved minutes from its Dec. 8 meeting before agreeing to continue the public hearing for applicant Kathy Shapp to the board’s March 9 regular meeting.
Chairman Mark Trevella called the meeting to order at 7:00 and confirmed a quorum that included members Ken Edwards, Randy Stelma and Ivy Altman; Frank Baba participated online and Kamala Matrebi was introduced as a new alternate. After a brief roll call, the board voted to approve the Dec. 8 minutes “without any exceptions.”
Staff read an email from Kathy Shapp asking the board to “open and continue tonight's hearing to March 9 or sooner because my attorney had a family emergency out of state,” and noting she would follow up about the March calendar. Staff also told the board the application had been properly noticed, signed, posted and mailed.
Board member Randy Stelma moved to open the public hearing for Shapp’s appeal of the zoning enforcement officer’s decision; Ken Edwards seconded and the board voted in favor. After opening the hearing, Frank Baba moved to continue it to March 9; Randy Stelma seconded and the board again voted unanimously to continue the matter.
No substantive testimony or argument on the merits was taken at the Feb. 9 meeting; the continuance preserves the public-notice record and schedules the matter for the board’s next regular meeting on March 9. The agenda noted four items scheduled for that date and members briefly discussed docket logistics before moving on.
The hearing for Kathy Shapp will be held on the Torrington Zoning Board of Appeals’ March 9 agenda; the board took no other formal actions on this application at the Feb. 9 meeting.
