McMinnville council authorizes manager negotiations, backs county business survey and adopts comp-plan amendments

Human Resources Director Vicky Hedges presented the staff recommendation; councilors expressed mixed views on whether to negotiate directly or conduct a broader nationwide recruitment. The resolution passed 4-1.
Business survey co-sponsorship: Council voted unanimously to co-sponsor a countywide business survey on immigration and broader business impacts. John Olsen of the Chamber explained the survey was designed with academic input and intended to gather raw data countywide; co-sponsorship allows the city's name and channels to promote the survey and later review the results. Staff said the only ongoing staff commitment would be reviewing and publicizing results and sharing them with economic and support partners.
Comp plan ordinance with emergency clause: On the second reading the council adopted Ordinance 5,170, which amends the city's housing needs analysis, economic opportunities analysis and framework plan as part of the UGB work program and related implementation. The council declared an emergency to allow immediate effectiveness to meet a Department of Land Conservation and Development (DLCD) submission deadline (staff cited a March 1 submittal deadline). The ordinance passed 4-1.
