Winnsboro council names EDC appointees and adopts business retention policy

The Winnsboro City Council voted Feb. 10 to appoint John Ferris to EDC Place 3 and Brandy Putman to Place 4, both terms expiring in October 2026.
Mackenzie and council members described both candidates as experienced and well-rooted in the community. Putman addressed the council from the podium, gave her address and thanked the council for the opportunity to serve.
The council also approved an EDC-led Business Retention and Expansion (BRE) policy to guide the EDC’s work for the next 12 months. An EDC representative said the committee plans to increase in-person outreach to existing businesses to understand needs and to focus on retention alongside attraction. The policy establishes a workshop to define roles and implementation steps.
Both the appointments and the BRE policy were adopted by voice vote; motions were seconded and approved with no recorded opposition.
