Hutchinson — The City Council on Dec. 2 adopted an updated planning and zoning master fee schedule, the most substantial update since 1991, to recapture a portion of processing costs and reduce subsidy from the general fund.
Matt Williams, director of community development, told the council the department surveyed a dozen in‑state benchmark cities and found Hutchinson’s fees were significantly below averages for most application types. The proposed schedule aims for partial cost recovery — covering publication, postage and staff time — while keeping a majority of fees below peer averages to avoid harming development competitiveness.
Williams said the planning commission reviewed the schedule on Feb. 25 and recommended approval 7‑0. Staff proposed a Jan. 1 effective date to allow public notice and administrative preparation; Williams noted related building permit fee updates will be brought back later in the month and may lower some building permit averages.
Council asked whether existing projects would be grandfathered. Staff replied the new fees are proposed to take effect Jan. 1, giving time for notice; staff said many applicants apply at the project start and most in‑progress projects would already have paid older fees. Council voted to adopt the resolution and authorize the mayor to sign.
