Hutchinson council approves $1.82 million general-obligation bond for bridge repairs, signal work

The Hutchinson City Council voted Nov. 18 to authorize $1,820,000 in general obligation improvement bonds, series 2025C, to pay for repairs to the Woody C Avenue C bridge and related traffic-signal upgrades.
Angela Richard, the city's director of finance, told the council the bond sale produced three competitive bids, with yields ranging roughly from 3.85% to 3.95%. “With that premium, we're able to reduce the actual bond size,” Richard said, explaining why the ordinance lists $1,820,000 as the principal amount. Legal and bond counsel reviewed the bids and recommended awarding the bonds to Brownstone Investments.
Council member [moved and] seconded the ordinance and approved it by roll-call vote. The council also approved a companion resolution prescribing the form and details for issuing the bonds; staff said that step is required to accept the bids and finalize issuance.
Why it matters: The bonds fund a defined capital project — bridge repairs and traffic-signal work — that the city says will be paid back via an annual tax levy for principal and interest as scheduled in the bond documents. The finance director framed the competitive bids and the premium as reasons the city was able to reduce the borrowing size from earlier estimates.
What's next: Staff will proceed with the bond issuance process per counsel's recommendations and finalize execution documents authorized by the mayor and city clerk.
