Hutchinson — The City Council voted to approve an ordinance authorizing the city to incur expenditures in advance of issuing general obligation bonds for several capital projects, including 2025 sidewalk improvements, a zoo nature play area, fairgrounds park equipment and the Memorial Hall roof.
Finance staff explained IRS rules require the ordinance to allow the city to incur certain pre‑issuance expenditures for projects intended to be financed by future bonds. Council members raised questions about specific line‑item amounts in the ordinance (a fairgrounds figure listed as $156,000 was clarified as the maximum bonding amount, with actual needs possibly lower), and staff said figures can be adjusted prior to bond issuance.
City staff and legal counsel recommended approval; the council voted to authorize the mayor to sign the ordinance.
The action does not itself issue bonds or commit the city to a bond sale; it establishes the necessary pre‑issuance authorization so projects can proceed and later be financed by GO bonds if and when the city decides to sell them.
