Madison County Fiscal Court approves ASAP grant applications, hiring recommendations and claims

Madison County Fiscal Court on Thursday approved two resolutions authorizing the county to serve as the local applicant and fiscal agent for ASAP (Agency for Substance Abuse Policy) grant applications for fiscal year 2027 and approved personnel and claims items on the consent agenda.
Judge Reagan Taylor read Resolution 2026-008, which "confirms the Madison County Fiscal Court to serve as the applicant agent for the FY27 ASAP harm reduction grant and authorizes the judge executive to sign on behalf of the county," and the court approved the measure after a motion and second. Jill, who presented the resolution, said the ASAP board needed local government to serve as its applicant agent. The court then moved to resolution 2026-009, the FY27 general ASAP grant application; Jill said the county's ASAP funding request for FY2027 is limited to $20,000.
Shannon Drummond, introduced at the meeting as the new ASAP chair, said she is "a person in long term recovery" and invited the public to attend and get involved in ASAP meetings. "You guys are always welcome to attend," Drummond said.
Both resolutions passed on roll-call votes with members recorded in the affirmative. The court also considered and approved hiring requisitions included in the meeting packet after the personnel coordinator requested approval. Later in the meeting the court moved and approved payment of claims and transfers by roll call as part of routine fiscal business.
There were no recorded dissenting votes in the meeting's roll-call tallies for the actions described. The court set its next fiscal meeting for Feb. 24, 2026 at 9:30 a.m. at 135 West Irving Street.

Next steps and context
If the ASAP grants are awarded, the county will act as the fiscal agent and will be responsible for assurances to comply with applicable federal and state laws and regulations, the court said. The general ASAP request includes an explicit budget cap for the county of $20,000 for FY2027; further budget and expenditure approval would occur if and when grant awards are announced.
