Turlock council extends temporary moratorium on new or expanded smoke shops

The Turlock City Council unanimously extended an interim moratorium on new or expanded smoke-shop retailers on Feb. 11 to give staff time to develop permanent zoning and permitting rules.
Staff said the council originally adopted an urgency ordinance on Jan. 13 that created a 45-day moratorium. At the Feb. 11 hearing staff recommended extending the moratorium for the statutory maximum — 10 months and 15 days — so planners and the legal team can prepare revisions to Title 9 (zoning) and Title 5 (public welfare, morals and conduct) of the municipal code, and to develop a permitting system for smoke shops.
No members of the public spoke during the hearing on the moratorium. Council members moved and seconded the extension and approved it on a 5-0 roll-call vote.
Staff noted the planning commission has already reviewed the zoning changes and made a recommendation on that component; work on the Title 5 permitting provisions will take longer. The extension gives staff time to bring draft ordinances back to the council for public hearings and formal adoption.
Next steps: Planning and legal staff will draft ordinance language and return to council for subsequent hearings and adoption.
