Committee selects broker-of-record, approves three-year contract and disclosure requirement

The Sumner County Benefits Committee selected a broker-of-record following review of two RFQ responses and approved contract terms requiring transparency about who the broker solicited for quotes.

Committee members reviewed the incumbent proposal (CCMSI) and a lower-cost proposal from Seville’s firm. Speaker 5 (consultant/ESP) summarized the submissions and noted that CCMSI’s total package was higher-cost and included additional services; Seville’s broker fee proposal was presented at about $49,000 in year one with increases in years two and three.

Speaker 7 moved to award the broker-of-record contract to Seville’s firm; the motion carried by voice vote. The committee also approved a three-year contract term and added a contract clause requiring the broker to provide a list of all companies they solicited and any declines to quote so the county can verify competitive outreach. Legal counsel (Speaker 9) explained that adding a TPA (third-party administrator) could be addressed later via contract modification and would require a formal vote if adjustments are made.

Committee members directed staff to include the disclosure requirement as part of the contracting package and to return contract documents to the committee as they are finalized. Speaker 1 said the committee expects annual product reviews even under a multi-year broker agreement.

Next steps: Purchasing/contracting will incorporate the disclosure language and proceed with contract execution; broker will be required to present its quoting work product to the county as stipulated.
