Community Development reports staffing gains, annexations and housing proposals

Community Development staff summarized a productive 2025: staffing was strengthened with promotions and hires, discretionary planning activity remained steady and the department provided contract planning services to nearby towns.
Senior planner Lenny Crowe described flood response after a March 16 atmospheric river that required damage assessments and resident contact. Staff processed about 111 planning cases across types in 2025 and issued 603 building permits citywide; the presenter said 1,844 inspections were performed in Cottage Grove during the period.
Staff also reported several annexations (McKinley Avenue and Highway 99), and said the department submitted applications to maintain Tree City USA status and earned the growth award. A master plan subdivision application from Hayden Homes for “Coast Fork Crossing” (previously Project Sparrow) lists 52 homes in phase 1 and 49 homes in phase 2.
Councilors asked about which services are provided to neighboring communities; staff confirmed contract planning and floodplain services to Drain and Creswell, and inspection/plan review services for Coburg and Veneta.
The report concluded with recognition of staff service and a retirement announcement for Building Official Jason Bush (retired Jan. 30).
