WENATCHEE — The city council approved an interlocal agreement addendum with the Chelan Douglas Regional Port Authority to continue federal lobbying support for the Apple Capital Loop project.
Staff described the addendum as a continuation of a 2024 agreement and said the city’s 2026 share is $2,500 per month, paid from the Apple Capital Loop project budget rather than the general fund. "In 2024, the city agreed to spend $60,000 that year… In 2025, the agreement was renewed for $30,000 for the year, so $2,500 a month. And what's coming forward today is the same services for 2026, again, at $2,500 a month," a staff presenter said during the meeting.
Tom (staff) and David Martin, the city’s federal lobbyist contact, said current efforts are focused on Confluence Parkway and a federal build-type grant opportunity with a maximum award of $25,000,000. David Martin said the team "is using ... expertise to kinda navigate and gather some support from our federal delegation" while staff monitor other opportunities.
Council member Atkinson moved and Council member Navarro Gomez seconded approval of the addendum and authorization for the mayor to sign. The motion carried on a voice vote.
City staff said the lobbying services are funded from the Apple Capital Loop project budget and therefore will not affect the general fund. The council did not detail specific deliverables or a performance dashboard during the public presentation; staff said prior work had been successful and that they had taken the item to the finance committee earlier in the day.
