Emma Gomez, who manages the transfer process, reviewed the in-district application steps and reported current continuing-student numbers; she then described the interdistrict-release process, which requires families seeking release from TTSD to meet one or more state hardship criteria. Staff said approved transfers remain valid until the student graduates from the receiving school.
Associate Superintendent Dr. McCall explained state rules that apply when a district denies enrollment to an ODE-approved virtual public charter because it has exceeded a 3% capacity threshold: the denying district must provide families with two or more online alternatives. The board was told TTVA currently serves as the district's secondary-level virtual option and staff are pursuing additional partnerships to expand K–8 online alternatives.
Staff recommended continuing the prior-year approach for 2026–27: release based on hardship and priorities criteria while maintaining open enrollment for incoming students. This item was presented as a first read; staff said it will return for a second read and vote at a later meeting.
