Authority approves $59,500 contract for easement acquisition on Stark Street project

The Groundwater Authority approved a contract with Hamner & Jewell to provide easement-acquisition services for the Stark Street consolidation and remaining easement issues on the Rademacher project. Staff said the firm had been effective and cost‑efficient on prior related outreach and that the contract maximum is $59,500.
Staff and board clarified that the contract covers assistance obtaining rights-of-way and outreach to property owners; staff said no separate easement-purchase costs were anticipated beyond the contract fee. A motion to approve the contract was made, seconded and carried on a voice vote.
Board members expressed support for having the consultant handle outreach so the water district can focus on design and construction.
Staff will move forward with the agreement and work to secure the remaining easements needed for pipeline placement and maintenance.
