The Groundwater Authority on Feb. 13 approved an amendment to its professional services agreement with Regional Government Services (RGS) to recognize April Keyland’s promotion to general manager and extend the term from one year to three.
The amendment, presented by staff, formalizes Keyland’s new role while leaving her employment status with RGS unchanged. A staff presenter said RGS will remain the contracting entity for the general manager position and that Keyland has been promoted after additional experience and demonstrated competence.
During public comment, resident Renee Westelusk asked whether Carol Thomas (Kiefer) would continue to be involved; staff said Thomas would still work for RGS on other projects but would not be assigned to this work. Board members offered congratulations and supportive remarks before a motion to approve was made and seconded. The motion carried on a voice vote.
The board did not place any special conditions on the amendment during the meeting. April Keyland thanked the board and said she was happy to continue serving in the new position.
The board moved on to other agenda items following the vote; staff noted the amendment memorializes the staffing change and the longer contract term.
