Martin Welswell, speaking from 25 Woodcrest Avenue in Bud Lake, New Jersey, told the board he has long watched local building projects and said procurement should prioritize quality. “One of the things I don't like about government contracts is always going for the lowest bid,” Welswell said. “Sometimes to me, you always get what you pay for. ... I want you to go in there tonight and we speak to the contractor vendors, don't base things on price. It's based on service and the skill sets.” He also said he was “still hoping for a brand new high school.”
After returning from a closed (confidential) session, a board member read a resolution appointing an architect of record and cited the school's contracts law as permitting the board to award a professional services contract by resolution without public advertising or bids. The resolution stated the appointment was for Feb. 11–June 30, 2026, that fees would be paid in accordance with the RFP response (RFP 2025-01 as read into the record), and that the current architect was authorized to continue work on previously assigned matters.
The board moved and seconded the resolution and then conducted a roll-call vote. The vote as read in open session was: Missus Figueroa — Yes; Mister Petrie — Yes; Missus Quino? — No; Missus Brett — Yes; Missus Fitzgerald — Yes; Missus Melendez — No; Missus O'Neil — Yes; Mister Orzillo — Yes; Doctor Giordano — No. The motion carried 6–3. The board recorded that the appointment was made without competitive bidding under the cited statute as a contract for licensed professional services.
Board officials had earlier announced compliance with the New Jersey Open Public Meeting Act and noted the meeting schedule had been posted and filed with the clerk (schedule adopted 01/05/2026; notices submitted to the Daily Record and filed on 01/06/2026; revised notice submitted 01/30/2026).
The decision authorizes the newly appointed firm to serve as architect of record beginning Feb. 11, 2026, through June 30, 2026, and allows the existing architect to finish previously assigned work.
