Summary
The council unanimously accepted a $57,100 NH DES aquatic plant control grant for treatment in Porgy's Bay/Lake Opechee and approved a successor agreement terminating the intermunicipal Lakes Business Park agreement, with termination year adjusted to 2040.
At its Feb. 9 meeting the Laconia City Council approved two separate actions affecting local environment and economic development.
Milfoil grant: The council unanimously approved Resolution 2026‑02 to accept a 2026 New Hampshire Department of Environmental Services exotic aquatic plant control grant for $57,100 to fund milfoil treatment of Porgy's Bay and Lake Opechee. Planning staff reported the five‑year historical treatment data and noted the state now schedules herbicide treatment every other year; staff said this year's cost is lower than in 2024. The motion to accept the grant and appropriate $57,100 passed 6–0.
Lakes Business Park successor agreement: The council also approved a successor agreement terminating the intermunicipal agreement with the Town of Guilford governing the Lakes Business Park. City staff said the termination year in the successor document was set to 2040 (Guilford had proposed 2036–2040) whereas the original agreement referenced 2050; the successor agreement includes a clause releasing the city from fiscal responsibility for capital costs above specified reserve thresholds. The motion to authorize the city manager to sign related documents carried 6–0.
Both measures passed without dissent; staff will execute grant paperwork and the city manager was authorized to sign the Lakes Business Park successor agreement.
