Glendale DRB approves Chevy Chase addition with privacy and materials conditions

The Glendale Design Review Board approved a proposed second‑story addition at 224 East Chevy Chase Drive on Feb. 12, 2026, imposing two conditions to protect neighbor privacy and ensure durable exterior materials.

Planning associate Eric Gee presented the application, PDR‑005747‑2025, describing a 1,245‑square‑foot second‑story addition and 105‑square‑foot first‑story addition on a 7,200‑square‑foot lot. Gee told the board staff recommended two conditions: a privacy screening solution for a second‑story balcony that sits about 12 feet 5 inches from an adjacent property, and substitution of foam or wood‑foam molding with a high‑quality material for window trim.

Applicant representative Juan Carlos Espinosa said the expansion would let the family create multigenerational living space while preserving the home’s character. “Our intention with this project is not to change the character of the home or the neighborhood,” Espinosa said.

Board members praised the design and supported staff’s recommended conditions, suggesting simple screening solutions such as planted buffers or a modest extension of the roofline. Board member Walsh explicitly recommended options like extending the wall line or adding a small roof to reduce direct overlook concerns.

A motion to approve the project with the two staff conditions was moved by Board member Welch and seconded by Board member Lockroof; the motion carried on a recorded vote (motion carries 3–0). The board instructed the applicant to incorporate privacy screening details and to specify a durable window trim material in the final plans.

Outcome: Approval with conditions; staff will include the two conditions in the permit documentation and the project will proceed to permitting subject to those clarifications.
