The Red Oak City Council voted 5–0 to approve Ordinance 26-004, allowing Highland ISD/Red Oak ISD to proceed with a multi-part refresh of Billy Goodloe Stadium that includes a new field house, expanded bleachers, a new press box and scoreboard, track improvements and additional parking.
Roderick outlined the plan and said the stadium project requests a modification to the parking ratio in the PD from one space per three seats to one per 4.5 seats. The ISD representative and residents discussed ADA compliance and the need for elevators and safer restroom/concession access. A resident noted the stadium currently seats about 6,000 and that the project would expand capacity toward 9,000.
Legal counsel confirmed the motion should include building elevations; the motion was amended explicitly to add the press-box elevation exhibits shown during the presentation. Council voted to approve the ordinance with that amendment, 5–0. Staff said future development plans and permits will be required for the construction phase.
