District to pilot state-approved literacy intervention under Michigan law PA 146

At the Oct. 27 meeting Assistant Superintendent Shane Murphy presented an informational item about Michigan Public Act 146, the expanded K–12 literacy law the state passed in October 2024.
Murphy said the law requires districts to ensure tier-1 (core) literacy curriculum is on the state-approved list by the 2026–27 school year and to provide screening, progress monitoring and professional learning. The district will pilot a state-approved tier-2 intervention called REWARDS with volunteer teachers and planned professional development on Nov. 4.
The district has a current grant (35M referenced in the packet) that funded purchase of tier-2 materials last year and will seek additional resources for tier-1 curriculum and progress-monitoring tools aligned to the state list once the list is released (tier-1 is expected to be published in January). Murphy said she will return with specific budget requests following the pilot and curriculum audit.
