Douglas County planning commissioners discuss bylaws, Zoom attendance and process roles

Commissioners agreed to keep in‑person attendance as the preferred default while allowing Zoom in limited circumstances (work travel, illness or weather), and staff requested earlier notice if commissioners will appear remotely so staff can prepare AV and meeting setup.
