The York City Historical Architectural Review Board approved the application for 476 West Philadelphia Street at its February 12 meeting after discussion about whether rear work and rooftop panels would be visible from public ways.
The applicant (attending by Zoom) explained they removed panels from the house front and retained panels on the rear. Board members queried whether the rear work could be seen from West Clark or North Hartley Street given a block wall and adjacent lots; members concluded that although Google Street View may show glimpses, in-street views are blocked and the rear work is effectively concealed for most public viewpoints.
The board also asked whether rooftop panels would be recessed or mounted on top of the finished roof. The applicant stated the panels will be mounted on top of the roof and "won't exceed 6, 4 inches above from the roof," and clarified they will sit on top of the roof plane rather than being recessed.
Speaker 6 moved to approve the application as written; Speaker 2 seconded. The board approved the application by voice vote. Speaker 7 told the applicant the board’s signed resolution will be forwarded to city council and the permit technician to keep the permit moving; staff will email the finalized resolution once signed.
The board’s approval was a visual/design review and does not substitute for building or electrical permits that may be required for rooftop equipment. The applicant was advised to follow up with permitting staff as needed.
