County emergency-operations plan updated; commissioners briefed on authority and partnerships

Jack (Speaker 8) briefed the Fayette County Commission on an updated Emergency Operations Plan (EOP) at the Feb. 11 meeting, describing the document’s role in unifying county and municipal emergency response, defining decision-making structures and aligning county practice with state and federal requirements.

Jack said the EOP affirms the county commission as the supreme decision-maker during local emergencies and described how local incidents escalate to the governor’s office when necessary. He reviewed the EOC structure (executive, operations and analysis/resource groups), identified core partners (law enforcement, fire, EMS, Red Cross, United Way, WV Fusion Center, National Park Service, West Virginia Army National Guard) and noted annexes for a variety of hazards; he said he intends to update the plan annually and welcome written suggestions for new annexes.

Commissioners discussed legal limits on emergency declarations — noting that some authorities and contract relief (for procurement deadlines and FEMA eligibility) depend on state declaration and coordination with the governor — and asked for clarity on which emergency actions can be taken locally vs. which require state-level action. Jack said the plan is posted on the county website and staff will schedule a training on March 26 to exercise elements of the plan.

Commissioners praised the update and asked staff to keep the plan current, continue partner outreach, and provide training opportunities for elected officials and response partners.
