Douglas County approves $1.3M plan to upgrade public-safety radio consoles

Douglas County commissioners voted Feb. 11 to authorize an upgrade to the county's end-of-life radio console system and to allow the emergency communications director to contract with Motorola.
Tony Foster, director of emergency communications, said the county's current MCC 7,500 consoles were procured in 2013 and are approaching end of life and vendor end-of-support. Foster told the board Motorola developed a newer Access console and that the county has negotiated credits for over-the-air rekeying (OTAR) related to recent encryption work.
Foster said the project is timed to ease moving into a new public-safety building in May; staff expects to start moving equipment into the building May 1 and occupy it by May 19. Commissioners asked about schedule feasibility and residual equipment value; Foster said resale value would be nominal and that state upgrades create pressure to upgrade to remain compatible.
Commissioners also questioned the project cost. The CIP previously listed $750,000 for related work; Foster and staff said transfers made in recent weeks increased available funds so the project can proceed at an approximate $1.3 million cost. The board authorized the emergency communications director to enter the contract with Motorola; the motion passed 5-0.
County staff said additional system upgrades will be discussed in future fiscal years and that the county has used ARPA funds for related backbone and micro-backhaul improvements during prior years.
