Delegation delays action on late-filed Sunday hunting request, cites missing draft

The Carroll County Legislative Delegation declined to take immediate action on a late request to refile a prior Sunday hunting bill, saying they did not have a returned draft from legislative services to review.
Chair Doug Chris Hamilton explained the background: the delegation submitted a Sunday hunting bill last year at commissioners’ request, and this year Delegate Christopher Eric Boucher filed a bill and Delegate Regina Boyse filed a separate state bill. Because the drafting office had not returned a new bill to the delegation, Hamilton said it would be problematic to vote on language that members had not seen.
Hamilton moved to withdraw (table) the late request; the motion was seconded but no formal roll-call vote on the withdrawal was recorded in the transcript. Members said they would watch for any returned draft from legislative services and, if necessary, could attempt a late filing through rules.
Unidentified Speaker 5 clarified that the late revisit was intended as a backup in case other initiatives failed to achieve the delegation’s goal of allowing Sunday hunting in Carroll County. Delegation members emphasized fairness concerns about voting on drafts they had not seen and agreed to wait for posted language before taking a formal recorded vote.
The delegation did not provide bill numbers, committee dates, or a timetable for when a returned draft might appear. Hamilton said the delegation would monitor the drafting office and reconvene or pursue rules-based filing if necessary.
