Ordinance 20 26 01 would authorize the director of public service and safety to contract with Polcat LLC for wet and dry biosolids removal from two full ponds without taking formal bids. Public-services staff said the ponds are near capacity and that more aggressive removal is needed so the city can resume a one-year rotation; Polcat LLC was described as a local contractor with access to fields for spreading under required permits, and staff said weather and crop schedules make a March application window important. Staff indicated they would request suspension of rules and passage at the next meeting so contractors can begin field application before planting; they also referenced EPA/NPDES guidelines that the city must follow.
Ordinance 20 26 02 is an emergency measure to authorize a contract to repair and refinish the municipal pool slide and play structures without competitive bidding. Staff said wind damage and long-term wear have degraded the slide's surfaces and that a contractor willing to sandblast and refinish requires a 25% deposit to secure materials and scheduling; because of the short seasonal window, staff will ask council to consider passage at the next meeting under suspension of the rules.
Neither ordinance was adopted at this meeting; staff asked council to hold a vote at the next meeting so seasonal work can begin promptly.
