Keizer council adopts 2026—2030 strategic plan; Planning Commission briefed

Keizer City Council adopted a five-year strategic plan covering 2026—2030, and Planning Commission members were given a briefing and the adopted document at their Feb. 11 meeting.
The plan, staff said, sets citywide priorities including public safety, economic development, housing and growth. "On February 2, city council officially adopted the strategic plan, and it's a real thing now," a planning staff member said, providing copies for commissioners to review.
Though the plan identifies priorities that intersect with planning work, staff emphasized it is a high-level policy document rather than a law. "It doesn't in and of itself ... carry any force of law as it relates to decisions being made by either the planning commission's recommendations or decisions for the council," staff said. Commissioners were told staff will flag when a recommendation aligns with a strategic priority so council can see ties between commission actions and the plan.
Commissioners pressed for concrete timelines and task assignments to avoid the plan becoming a shelf document. Staff described a coordination structure: the city manager and the executive leadership team will oversee implementation, staff project managers will be named for major tasks, and commissions will be involved where appropriate. The Transportation System Plan update was identified as an early priority; staff said the TSP will be adopted by council with planning commission involvement and an advisory committee that may include a commissioner.
The commission agreed to use the plan as a reference when developing next year's work list and asked staff to return with progress updates. The chair said the commission will review whether it is "tracking to be complete with x, y and z" when next year's work list is presented.
Minutes and procedural note: the commission approved minutes from Jan. 14, 2026, by motion of Commissioner Grintz with a second from Commissioner Scruggs; the chair said the motion passed unanimously with one absence.
The next Planning Commission meeting is scheduled for March 11 unless items require the commission to reconvene; staff noted a Feb. 23 community listening session on the Keizer Parks Master Plan and the annual Civic Center cleanup on March 14.
