Summer Hill (CU‑3‑24): Following a focused public hearing restricted to grading on steep slopes, the applicant’s engineer, Jeff Parabek of Ascent Consulting and Engineering, told council geotechnical borings and additional test pits show the upper slopes near adjoining properties are in stable rock and that red‑bed soils are lower in the profile than originally feared. The developer also produced a reforestation plan with native conservation seed mixes and small tree seedlings recommended by Ernst Seed Company, and revised stormwater management to a DEP‑allowed managed‑release approach after discussion with the Conservation District. Council voted to approve the conditional‑use application for excavation on steep slopes (Summer Hill Phase 2, 22.8 acres) by voice vote; the decision was unanimous.
Whispering Woods (reapproval): Council reapproved the Whispering Woods major subdivision (six lots, 19.3 acres at 3304 Logan Ferry Road) with staff noting the developer had submitted required items, obtained NPDES permitting letters and agreed to recorded stormwater agreements and other DEP/Conservation District conditions. A council member questioned potential impacts to Haymaker Run downstream; staff said any stream or discharge impacts are addressed through DEP/NPDES and Conservation District permitting. The reapproval vote was unanimous.
Staff directed that remaining technical items (recorded stormwater agreement, landscaping completion for bond reduction) be finalized with the developer; council reduced a bond tied to parking‑lot improvements and left a remainder specifically for landscaping completion per staff recommendation.
