Chief administrator Mike introduced the application and noted the planning commission had recommended sending the item to council with a single additional recommendation: a waiver to the side‑yard landscaping requirement owing to the property’s layout. Mike said the lack of a feasible interior landscaping area justified the waiver request.
Applicant James Watts spoke to the council and described the site work. "It already is actually paved... it needs repaved in the spring," Watts said when asked about parking; staff confirmed there are 36 parking spaces, which their review found would accommodate both proposed uses. Watts said the project will add landscaping to the front and side areas and that he expects to open in January.
Council appended the landscaping waiver to the approval and voted to adopt CU‑4‑24. No public objections were recorded during the hearing; the public hearing was opened at the start of the meeting and closed with no comments.
Next steps: Staff will track final permitting (signage review by the zoning officer was noted as in progress), and the applicant will proceed to obtain necessary permits before opening.
