The Trophy Club Planning & Zoning Commission on Feb. 12 voted to recommend approval of a package of changes to Bobcat Village, including an amendment to Planned Development 37 and two preliminary plats for Phase 1 and Phase 2 of the townhome project on Bobcat Boulevard.
Staff said the PD‑37 amendment updates the concept plan without changing the underlying zoning designation or overall intent. Key design changes include modified internal street alignments, more uniform lot sizes, a reduction in corner lots, and a reconfigured layout that increases total open space from 1.3 acres to 1.5 acres and redistributes green space to be more centralized and accessible. Staff also noted that certain townhome lots whose rear property lines would abut primary open space were reduced (from 14 to 6) to improve usability of open areas. The town attorney is reviewing ordinance language as to form and legality.
On the preliminary plat for Phase 1 (PP‑26‑002, formerly Well Site 1H), staff described a 23‑lot subdivision — 21 residential lots and two open‑space/private‑street lots — with private streets, water and sewer served through the local MUD, a private lift station and drainage facilities to meet town engineering standards. Staff said the submittal is in general conformance with the Town’s subdivision regulations and zoning ordinance and recommended approval subject to conditions highlighted for the council packet.
For Phase 2 (PP‑26‑003, formerly Well Site 1HB), staff described 17 total lots (14 residential townhomes and three open‑space/private‑street lots). Staff said private internal streets and common areas will be owned and maintained by the Phase 2 HOA; similar public infrastructure and review requirements apply and the town attorney is reviewing the plat documents.
Commissioners raised questions about streetlights (staff: none planned for the main drive), headlight mitigation for neighboring properties (staff: existing wall and shrubbery called out on the preliminary plat should mitigate impact), and gate access (staff: gated access with resident code entry and a maintenance right‑of‑way for utility access). A commissioner asked whether homes will have two‑car garages; staff confirmed two‑car garages per the PD and said driveways can accommodate a third vehicle. Staff also noted parking counts (35 homes with 37 allowable guest parking spaces in one layout) and that open space programming (playground, dog park, etc.) will be determined at final plat and by the HOA.
No letters of support or opposition were reported in the staff packet, and the developer (Joshua) was not present at the commission meeting but is expected to attend the council hearing. Commissioners moved to recommend approval of the PD amendment and both preliminary plats by voice votes; each motion passed and the items will be forwarded to Town Council.
